Just meant to be - part 3

The initial step I took on this incredible journey was to down-load fact sheets from N.S.W. Department of Community Services (DOCS) web-site, as well as forms which I lodged. A couple of weeks later I was ’phoned by a DOCS Caseworker, who although sympathetic said my application could not be processed as I was not named as the birth father on the Original Birth Certificate. That section was left blank. When I told the Caseworker we married 4 years after the birth she forwarded to me the forms which had to signed by the birth mother so I could apply to the Registrar General to have the Original Birth Certificate re-issued including my name.
This took some months and when the re-issued Birth Certificate was forwarded my application was processed but I was then notified of yet another hurdle. A Contact Veto had been lodged by our daughter in 1991, and a message left for anyone inquiring was forwarded to me. At this time I had second thoughts about what I was doing, should I forget about it and give up?
